“We will not disburse everything in the second quarter, but the idea is to start disbursing in the second quarter,” Commission spokesperson Balazs Ujvari said at a press briefing.
He said the EU’s Financing Strategy for Ukraine has already been adopted; that document sets out how much, for what purposes, and through which channels the EU intends to provide funds.
Ujvari said three further documents still need to be completed before payments can begin: a Memorandum of Understanding that will form the basis of the macro-financial assistance, an updated Ukraine Plan that underpins the Ukraine Facility, and the loan agreement itself.
“Work is ongoing. We have many contacts with our Ukrainian colleagues, and we are acting as fast as possible,” he added.
Hungarian PM Viktor Orban, who has maintained a veto on the
loan program, lost parliamentary elections on April 12.
