25 foreign arms makers localize production in Ukraine — Shmyhal

25 foreign defense companies are at various stages of localizing production in Ukraine, Defense Minister Denys Shmyhal wrote on Sept. 19.

He stressed that among these firms are “giants of the global defense industry.” Each company, he said, is working in close dialogue with the Ukrainian government.

“We are offering partners different models of cooperation, including the ‘Danish model’ — Build with Ukraine / Build in Ukraine," Shmyhal noted.

"The priority is to ensure that the majority of production is directed to the needs of the Ukrainian military.”

To minimize risks for investors and make joint ventures in Ukraine more attractive, the government is creating Defence City — a special regime designed to develop the defense industry.

This framework will include tax incentives, simplified customs procedures, relocation of production to safer regions, expanded state financial support, and opportunities for export and integration into global supply chains.

Shmyhal urged foreign companies to invest in Ukraine and open production facilities inside the country.

“Right now, cutting-edge weapons are being developed in Ukraine — weapons that are changing the battlefield," the minister stressed.

"An investment in Ukraine’s defense industry is the best investment in Europe’s security.”

On Sept. 11, Shmyhal announced that German Rheinmetall defense conglomerate plans to build a new ammunition plant in Ukraine.
