According to Kravchenko, investigators concluded that Yanukovych created and led the organization between 2010 and 2014 with the goal of consolidating control over Ukraine's key state institutions.
The alleged group included representatives of the government, parliament, law enforcement agencies, the judiciary and local authorities.
Authorities say the investigation also established that after abandoning plans to sign the EU-Ukraine Association Agreement in November 2013, Yanukovych decided to use security forces against participants in the Euromaidan protests.
Prosecutors argue that decision led to violent crackdowns and contributed to the events of Feb. 18-20, 2014, when 70 people were killed and more than 1,200 were injured during the Revolution of Dignity.
Seventeen former officials face charges
A total of 17 former officials are facing criminal prosecution in the case, including Yanukovych, a former prime minister, a former prosecutor general, former heads of the Interior Ministry, the Security Service of Ukraine (SBU), the Defense Ministry, as well as former commanders of the Internal Troops and the Berkut riot police unit.
Most of the suspects are believed to be residing in Russia or in Russian-occupied territories of Ukraine.
As a result, the investigation was conducted under Ukraine's in absentia procedure, which allows criminal proceedings to continue in the absence of defendants who are evading justice.
Previous convictions
Yanukovych has already received multiple convictions in Ukrainian courts.
In April 2025, Kyiv's Podilskyi District Court sentenced Yanukovych to 15 years in prison and former State Protection Directorate deputy chief Kostiantyn Kobzar to 10 years.
The court found Yanukovych guilty of organizing the illegal transfer of individuals across Ukraine's state border and inciting desertion.
Kobzar was convicted of organizing illegal border crossings and desertion.
Earlier, in January 2019, Yanukovych was sentenced in absentia to 13 years in prison for high treason and aiding Russia's war against Ukraine.
