Kremlin dismisses Zelenskyy’s new victory plan as a ‘U.S. war scheme’

“They've been talking for weeks about some elusive peace plan. Most likely, it’s the same American plan to fight us to the last Ukrainian, now camouflaged by Zelenskyy,” Peskov alleged.

He went on to assert that a truly "peaceful" plan would involve Ukraine recognizing the "futility" of its current policies, which, according to Kremlin narratives, have led to the war.

In September, Peskov had stated that the Kremlin would review Zelenskyy's plan once it was officially published.

On Oct. 16, President Zelenskyy laid out the details of his victory plan before Ukraine’s parliament. It includes five key elements and three classified annexes:

1. Ukraine’s invitation to NATO
2. Strengthening Ukraine’s defense
3. Deterring Russia
4. Ukraine’s strategic economic potential
5. A post-war arrangement—replacing certain U.S. military contingents in Europe with Ukrainian units.

Zelenskyy expressed confidence that if the plan is implemented, the war in Ukraine could be ended by 2025.
