Occupiers ban mobile top-ups without Russian passport on occupied territories

People on Russian-occupied Ukrainian territories can no longer top up their mobile phone balances without Russian passport, marking yet another step in the forced Russification of local populations, National Resistance Center (NRC) wrote on Jan. 6.

New restrictions require either a Russian passport or authorization through Russia’s government services portal to top up mobile phone with cash. This measure allows pro-Russian authorities to tighten control over mobile phone users.

"This is a clear case of forced passportization," NRC said.

"Now, to stay connected, Ukrainians are being forced to get a Russian residency permit or full citizenship. Additionally, the Kremlin gains greater surveillance capabilities over mobile phone users."

Beyond telecommunications, residents in occupied areas are also being deprived of other basic human rights. Since Jan. 1, those without a Russian passport are no longer eligible for free medicine. As a result, people must purchase essential drugs at highly inflated prices, with many items in critically short supply.
