Ukraine’s FM Kuleba explains terms for security deal with US

The United States must first provide funds before signing any security guarantee agreement, said Ukrainian Foreign Minister Dmytro Kuleba when discussing the timeframe of the security deal with the U.S. in an interview with Voice of America on Feb. 27.

"First money, then mission," Kuleba said.

The security guarantee agreements are highly detailed, outlining specific amounts and concrete commitments for the participating parties, he said.

The United States will finalize this agreement once thre is a clear understanding of the resources at its disposal, Kuleba said.

However, Ukraine does not doubt that such an agreement will ultimately be signed, the minister said.

Ukraine has already signed security agreements with the UK, Germany, France, Denmark, Canada, and Italy.

Ukraine began negotiations with Norway on the conclusion of a bilateral security agreement on Feb. 26.
