Ukraine’s reply to U.S.-backed peace plan includes new ideas on territory and ZNPP — Axios

Ukraine submitted its response to Washington after several days of consultations with its European allies — primarily France, Germany, and the United Kingdom.

A source told Axios that the reply includes new ideas for resolving contentious issues - namely, territory and Zaporizhzhya Nuclear Power Plant (ZNPP), which remains under Russian occupation.

A Ukrainian official added that on Dec. 11, senior military representatives of the U.S. and Ukraine are expected to hold a virtual meeting to continue discussions on specific parts of the American plan.

On Dec. 9, President Volodymyr Zelenskyy told journalists that Ukraine, together with its American and European partners, is working on three separate documents concerning security and the state’s post-war development.

The first document, he said, is a framework agreement containing 20 points. Its structure is constantly being revised based on the needs of Ukraine and its allies.

The second document concerns security guarantees. Ukraine is awaiting proposals from its military, who are in dialogue with their U.S. counterparts. The agreement must align with the principles of the Coalition of the Willing.

The third document is a program for Ukraine’s reconstruction — an economic development project meant to take effect after the end of the war or the introduction of a ceasefire.

On Dec. 10, Zelenskyy said that Ukrainian and American teams held talks on Ukraine’s economic recovery.
