Kyiv remains the last municipality whose “resilience plan” is yet to be approved by the National Security and Defense Council, she noted.
Under the plan, Kyiv aims to harden 57 critical infrastructure facilities against Russian attacks and add more than 200 megawatts of distributed generation capacity to power heating, water supply, and sewage systems. Developing distributed heating is a primary priority, but Svyrydenko said that portion of the plan requires additional corrections. Officials were ordered to complete those revisions by early April 2026.
The plan’s total budget is UAH61.6 billion ($1.4 billion), including UAH10.6 billion from the city.
“The government will provide the necessary assistance to the capital in finalizing the plan and will support its implementation after approval,” Svyrydenko added.
Kyiv City Council approved the document on March 10.
