Another key issue on the council’s agenda is an appeal to the government seeking changes to the security protocols currently in force in Kyiv.
The goal is “to formulate separate rules for the functioning of the city under current conditions based on the updated protocols,” Klitschko said.
The Kyiv City State Administration’s Department of Transport Infrastructure previously said it plans to introduce temporary bus routes along the surface sections of metro lines and increase the number of vehicles operating between the left and right banks of the Dnipro River.
During air-raid alerts, Kyiv Metro currently suspends service on above-ground sections and closes open-air stations.
Zelenskyy enacts regional resilience plans
President Volodymyr Zelenskyy also enacted a National Security and Defense Council decision on Aug. 31 concerning regional resilience plans.
The presidential decree puts into effect the NSDC’s Aug. 5 decision on the implementation of comprehensive resilience plans for several regions and the approval of a comprehensive resilience plan for the Kyiv territorial community.
The NSDC decision specifically called attention to the Kyiv mayor’s “personal responsibility for preparation for and stable passage through the 2026/2027 heating season in Kyiv.”
