Ukraine pushes EU to sanction Russian oil buyers, seize assets

Ukraine will urge the European Union to consider a new and tougher sanctions package against Russia, calling for asset seizures and restrictions on buyers of Russian oil, Reuters reported on May 21.

The document that Ukraine will present to the EU calls on the bloc's 27 member states to take a bolder and more independent stance on sanctions -amid US President Donald Trump's refusal to escalate sanctions.

The 40-page set of proposals urges the EU to adopt legislation, allowing for the faster confiscation of assets belonging to sanctioned individuals and the transfer of those funds to Ukraine. These individuals could then seek compensation from Russia.

Ukraine also proposes that the EU consider expanding the reach of its sanctions outside the bloc — including by imposing restrictions on foreign companies using European technologies to support Russia, and implementing secondary sanctions on buyers of Russian oil.

"These secondary sanctions — which could hit large buyers such as India and China — would be a major step Europe has so far hesitated to take," the article wrote.

"Trump publicly floated the idea before deciding not to act, for now."

The document also calls on the EU to consider broader use of qualified majority voting in sanctions decisions. This will avoid situations where individual member states block measures that now require unanimous approval.

On May 20, the EU adopted its 17th sanctions package against Russia, targeting nearly 200 vessels of the shadow fleet.

That same day, US State Secretary Marco Rubio told the Senate Foreign Relations Committee that threatening Russia with additional sanctions could discourage it from engaging in ceasefire negotiations.

Meanwhile, Republican Senator Lindsey Graham said the US Senate is ready to vote on a sanctions bill against Russia if there is no progress in negotiations over the war in Ukraine in the near future.
