An OSINT analyst determined that one image was taken from
the parking lot of the Planeta shopping mall, about 5.5 kilometers, or 3.4
miles, from the site.
Russian authorities confirmed an attack on “one of the
industrial facilities” but did not name the site.
Local channels reported that some schools canceled classes,
while others evacuated children.
Lukoil-Permnefteorgsintez, or PNOS, is located in Perm and
is one of Russia’s largest oil refineries. The Lukoil-owned plant processes
more than 13 million metric tons of oil a year and is a key industrial facility
in the region. It is one of Russia’s most technologically advanced refineries
and supplies fuel to both the domestic market and export markets.
On April 29, Ukraine’s SBU Security Service said it had
struck a Russian oil pumping station near Perm. A large fire broke out at the
station, and nearly all of its oil storage tanks caught fire.
On April 30, the SBU reported another strike on Russian oil
infrastructure. Facilities at Lukoil-Permnefteorgsintez — one of Russia’s
largest oil refineries — were damaged.
Overnight on May 7, residents of Perm started reporting an
attack and posting footage showing plumes of smoke and drones flying overhead.
Robert Brovdi, call sign Magyar, commander of Ukraine’s Unmanned Systems
Forces, later said the strike on Perm was carried out by drones from the Birds
of the 1st Separate Center of the Unmanned Systems Forces.
