In the Russian-occupied Mariupol, Oleh Morhun, the Kremlin-appointed head of the city, has instructed district leaders to prepare for the potential relocation of evacuees from Kursk Oblast, according to the Ukrainian-controlled Mariupol City Council on Aug. 16.

A document from the occupiers directs officials to propose ways to accommodate people displaced by the 2022 conflict, including repurposing "homeless" housing for refugees from Russia.

The Ukrainian-controlled Mariupol City Council criticized the occupiers, noting that thousands of families in Mariupol are still waiting for promised housing while the pseudo-government builds mortgage homes and plans to relocate residents from Kursk to Mariupol.

On August 15, Suspilne.Krym reported that evacuees from Russia's Kursk Oblast were being sent to health facilities in occupied Crimea.

Kursk Oblast authorities previously announced the evacuation of residents from several areas, claiming that over 76,000 people were evacuated by August 10.

The offensive of the Ukrainian Armed Forces in Kursk Oblast

Ukrainian President Volodymyr Zelenskyy confirmed on August 12 that the Ukrainian Defense Forces are conducting an offensive in Kursk Oblast, aiming to liberate border areas from Russian troops that have been shelling Sumy Oblast.

Ukrainian Commander-in-Chief Oleksandr Syrskyi said the Armed Forces control about 1,000 square kilometers in Kursk Oblast.

Kursk authorities acknowledged the loss of 28 settlements, while analysts from DeepState estimated around 44 settlements are under Ukrainian control, with the status of 10 others unknown.

The Ukrainian forces have also captured Sudzha, a key transit point for Russian gas to Europe.

On August 13, Zelenskyy reported control over 74 settlements in Kursk, with continued advances.

By August 14, Zelenskyy noted that Ukrainian troops had advanced up to two kilometers in various areas and captured more than 100 Russian soldiers.
