Ukraine’s parliamentary committee adjusts US investment fund ratification bill

The Verkhovna Rada’s Foreign Policy and Interparliamentary Cooperation Committee made editorial changes to the bill ratifying the U.S.-Ukraine Reconstruction Investment Fund agreement, addressing opposition concerns, committee chair Oleksandr Merezhko told news agency Ukrinform on May 7.

The changes, adopted during an additional committee meeting, involved adding two paragraphs to the bill, described as editorial and not altering the document’s substance.

"Yesterday we directly supported the version that was developed together with the Ministry of Foreign Affairs and the Cabinet of Ministers," the lawmaker said.

“I believe we voted for the right option yesterday, but we understood our colleagues, listened to their opinion, and made accommodations, in particular to expand the voting base.”

The added text clarifies: “The Verkhovna Rada of Ukraine notes that, as of the ratification of the Agreement between the Government of Ukraine and the Government of the United States on the establishment of the American-Ukrainian Reconstruction Investment Fund, the Verkhovna Rada has not received the text of the Limited Partnership Agreement or other agreements conditioned by this Agreement.

The Verkhovna Rada of Ukraine states that the ratification of the Agreement does not imply ratification or automatic approval by the parliament of the Limited Partnership Agreement or any other agreements concluded by authorized parties to implement this Agreement”.

Merezhko confirmed the committee reiterated its recommendation for the Rada to adopt the bill in principle and in full.

U.S.-Ukraine minerals agreement

The agreement, signed on April 30, establishes the U.S.-Ukraine Recovery Investment Fund, with an equal 50-50 split between the two nations. The document includes 12 articles and a list of critical materials and is primarily financial in nature. Ukraine will be represented by the Public-Private Partnership Support Agency under the Ministry of Economy, while the U.S. side is represented by the U.S. International Development Finance Corporation (DFC).

Ukrainian Prime Minister Denys Shmyhal confirmed that the agreement does not include any security guarantees.

On May 1, the White House released a statement calling the deal historic and describing it as the first-of-its-kind partnership to support Ukraine’s recovery and long-term economic success. Zelenskyy, in turn, said the minerals agreement was the first result of his meeting with Trump at the Vatican.

The Ukrainian government has already submitted a bill on ratifying the agreement, with a vote scheduled in the Rada for May 8.
