Defense Minister Mykhailo Fedorov is leading the effort.
“There’s a major reform underway there. They’re already in the final stages,” Arakhamia said.
Fedorov will first present the concept to the relevant parliamentary committee, followed by briefings for factions and groups, since legislative changes will be required. The reform is expected to be unveiled within a month.
As for the new restrictions, particularly those targeting draft dodgers, Arakhamia said they will vary.
“There are both improvements and, undoubtedly, some setbacks,” Arakhamia added.
Mykhailo Fedorov is reportedly “establishing a certain new balance as a concept.”
“There is the issue, for example, of two million people on the wanted list [of the TRC],” said the head of the Servant of the People faction. “They are all being removed from the wanted list, but there is a specific procedure for what to do next.”
Arakhamia noted that the concept “includes both populist measures” and “more stringent ones.”
The reform will also help reduce acts of violence against Territorial Recruitment Center officers.
In January, Defense Minister Mykhailo Fedorov stated that approximately two million Ukrainians subject to military service are wanted, and another 200,000 soldiers are AWOL.
On Feb. 23, the minister announced that the Ministry of Defense is working on a comprehensive reform of conscription in Ukraine.
On March 25, Fedorov stated that he had discussed problematic issues and changes for military personnel with assault troops and infantrymen from 13 units of the Defense Forces who are carrying out complex tasks on the front lines.
“Together, we conducted a crash test of the solutions being prepared by the Ministry of Defense team for the army,” said Mykhailo Fedorov.
“In particular, key changes in the mobilization process and the Strategic Reserve, as well as specific approaches for assault troops and infantrymen—regarding terms of service and pay. This will be a package of concrete projects designed to systematically change the situation.”
