Russian forces targeted Odesa with drones and missiles, hitting a civilian facility and leaving three dead, Odesa's regional governor Oleh Kiper reported on Telegram on Feb. 23.

A drone plummeted into a facility along Odesa's shoreline, sparking a fire. A security guard was rescued from the damaged building without injury. The bodies of three victims were discovered under the debris, marking the end of the search-and-rescue operation, according to the latest information from the Regional Military Administration.

Russian forces deployed Shahed drones and Kh-31P and Kh-22 missiles against Odesa. Ukrainian air defense forces managed to destroy nine kamikaze drones, while the missiles lost their operational capability before reaching their targets.
