Vladimir Putin and Donald Trump discussed a potential trilateral summit with Xi Jinping to address the war in Ukraine, WSJ wrote on Oct. 18.

As of now, there is no concrete understanding regarding the meeting itself or its potential agenda, though all three parties acknowledge the hypothetical possibility of convening such a summit," Kremlin spokesperson Peskov claimed.

Simultaneously, an unnamed U.S. official informed The Wall Street Journal that Trump has not formally committed to participating in the trilateral format, though he could view the proposal favorably. According to the publication, the three leaders will focus primarily on negotiating an end to the war in Ukraine.

Earlier in September, Putin's foreign policy aide Yuri Ushakov floated the idea that the leaders of the United States, Russia, and China could convene during the Asia-Pacific Economic Cooperation (APEC) summit scheduled for Nov. 18–19 in Shenzhen, China.

On Aug. 23, Ushakov similarly stated that Putin and Trump could hold bilateral negotiations if both attended the forum, while noting that the American side had not transmitted formal signals at that time.

Diplomatic Maneuvering Ahead of the Miami G20

In September 2026, the Trump administration officially invited Vladimir Putin to attend the Group of 20 (G20) leaders' summit scheduled for Dec. 14–15 in Miami, Florida. The outreach ignited immediate controversy among Western allies amid Russia’s ongoing full-scale invasion of Ukraine. U.S. Secretary of State Marco Rubio defended the decision, describing the forum as a pragmatic venue for the Russian leader to engage in direct talks with Trump and other world leaders.

Ukrainian President Volodymyr Zelenskyy previously expressed readiness to confront Putin directly within the G20 framework in Miami. Following a bilateral meeting with Trump on the sidelines of the UN General Assembly in New York on Sept. 22, Zelenskyy reiterated his openness to negotiations, suggesting Trump could mediate a trilateral meeting to advance a durable peace.

On Sept. 23, Peskov responded by claiming that Putin was theoretically prepared to meet with both Trump and Zelenskyy, but insisted such a gathering would remain contingent upon the fulfillment of specific, undisclosed Russian "preconditions."

Moscow has confirmed its formal participation in the Miami G20 proceedings, though the Kremlin has not yet decided whether Putin will travel to the United States in person. Putin has not personally attended a G20 summit since the 2019 Osaka gathering in Japan, with Foreign Minister Sergey Lavrov regularly heading the Russian delegation following the launch of the full-scale invasion in 2022.
