Putin fed Steve Witkoff false front picture to claim fake strategic initiative — ISW

Russian presidential aide Yuri Ushakov claimed that Vladimir Putin provided U.S. special envoy Steve Witkoff with an "objective picture" of frontline realities at their meeting in Saint Petersburg, asserting that Russian armed forces possess "full strategic initiative." Ushakov further claimed that Russian troops are conducting an "unrelenting offensive" across all key operational sectors.
However, ISW analysts stressed that official Russian assertions of continuous battlefield advance do not reflect realities on the ground, representing instead a manifestations of the "deeply rooted culture of lying within the Russian military." Senior Russian military commanders systematically fabricate and exaggerate battlefield gains as part of a deliberate "cognitive warfare" doctrine intended to convince Western policymakers that a Ukrainian defensive collapse is imminent and Russian victory is inevitable.
ISW assessments showed that Russia actually is failing to achieve its strategic objectives. Coordinated Ukrainian counteroffensives have shattered planned Russian offensives designed to seize the entirety of Donetsk Oblast — a core war aim personally dictated by Putin in 2022. The ISW verified that Ukrainian defense forces have liberated approximately 1,080 square kilometers of sovereign territory since Jan. 1, 2026.
According to analysts, Russian forces made net territorial gains of roughly 73 square kilometers between Jan. 1 and late summer 2026, but proceeded to lose that identical amount of ground following Ukrainian counter-operations launched on Sept. 1. In northern Donetsk Oblast, Ukraine's Operation Vivaldi along the Lyman axis decisively neutralized the northern pincer of Moscow’s planned encirclement of the Donbas fortress belt, liberating at least 277 square kilometers and generating cascading operational disruptions across adjacent Russian army groupings.
Since 2022, Putin has established at least 16 separate operational deadlines to conquer Donetsk Oblast, with Russian forces failing to meet every single timeline. The ISW emphasized that the Russian dictator’s strategic perceptions remain completely detached from physical realities: Ukraine’s defensive resiliency, Russia’s severely degraded offensive combat power, and the formidable, expansive terrain Russian troops will still need to cross to reach the administrative borders of Donetsk Oblast.
Demonstrating the immense human toll of these grinding assaults, AFU General Staff reported that Russian occupation forces suffered 2,250 personnel killed and wounded in action on Oct. 21—the highest single-day casualty figure recorded since the start of the full-scale invasion.
Witkoff Shuttling and Saint Petersburg Talks
The Oslo preparatory session (Oct. 20): President Volodymyr Zelenskyy met in Oslo with Trump special envoy Steve Witkoff alongside Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb. Witkoff and Jared Kushner reproached Zelenskyy during the session over past public pushback against Donald Trump before Witkoff departed for Russia.
The Konstantinovsky Palace summit (Oct. 21): Witkoff met with Vladimir Putin and Russian special envoy Kirill Dmitriev at the Konstantinovsky Palace in Saint Petersburg. Witkoff delivered official documents outlining proposed peace frameworks to the Russian dictator and later praised Putin as a "humanist."
Moscow’s November timeline: Following the presentation of the U.S. framework, Putin stated that Moscow remains "generally prepared to resume" trilateral negotiations during mid-November to address core territorial and security demands.
