Putin’s decree threatens foreigners with conscription

The Moldovan Foreign Ministry has issued a warning to its citizens in Russia regarding a new mobilization law that could compel foreigners to enlist in the Russian military, Point reported on Dec. 15.

In November, Russian dictator Vladimir Putin signed a decree stipulating that certain categories of foreigners applying for a residence permit or Russian citizenship may be obliged to sign a military service contract.

Despite Moscow’s claims of “special conditions” in the decree, Chisinau noted that it remains unclear how the law will be applied. The ministry advised citizens to exercise extreme caution and to seek legal counsel before signing any military documents. Those facing pressure are urged to contact consular services immediately.

Earlier, in October 2025, the Institute for the Study of War (ISW) reported that the Kremlin was preparing for a partial mobilization without a formal declaration of war or an official announcement. Analysts also point out that Russia’s resources are not unlimited and that Putin must make difficult decisions to maintain the combat capability of the Russian armed forces.
