Russian President Vladimir Putin submitted a bill to the State Duma for the agreement ratification with Belarus on security guarantees, allowing the deployment of Russian military bases on its territory, Duma's official website wrote on Feb. 5.

The term of the agreement is at least 10 years, and it cannot be canceled before this period expires.

The document was signed on Dec. 6, 2024, in Minsk during a meeting of the Supreme State Council attended by Alexander Lukashenko and Vladimir Putin. Following this, a representative of the BelPol organization of former Belarusian security officers, Matvei Kupreichik, warned during hearings at the U.S. Helsinki Commission that the agreement will enable Moscow to increase its military presence in Belarus.

According to the text of the treaty, published on Feb. 5, the document provides not only a so-called “nuclear umbrella” for Belarus and the protection of its constitutional order but also the actual militarization of the country. Article 5 of the treaty explicitly states the possibility of deploying Russian military facilities and formations.

Additionally, in December, the Pozirk publication reported that the agreement includes the potential recruitment of Belarusian citizens to fight against Ukraine under the pretext of “defending Russia’s territorial integrity.”

The Speaker of the Russian State Duma, Vyacheslav Volodin, claimed that the document has priority status and will be reviewed as soon as possible.
