Russian forces attacked Chernihiv oblast with drones and ballistic missiles; 51 aerial targets were recorded over the course of the day, including two ballistic missiles, local governor Vyacheslav Chaus reported on Oct. 21.

Two Shahed drones struck a heat-supply facility and an energy site in two Chernihiv district municipalities. As a result, emergency power shutdowns were triggered in the city of Chernihiv and in northern oblast communities.

The regional administration said critical infrastructure has been switched to generators and that resilience hubs (points of invincibility) have been partly deployed. If repairs take longer, additional hubs will be set up.

On Oct. 20, it was reported that the northern part of Chernihiv Oblast had already gone without power after a Russian drone hit an energy facility, damaging critical infrastructure.

Following the attack, the city of Chernihiv lost power, water supply was also limited.

From 5:30 a.m., Chernihivvodokanal crews began running facilities from alternative power sources. Authorities also set up public water taps where residents can collect water if they are nearby.
