Updated 2:34 PM: The Kharkiv Regional Prosecutor's Office announced the initiation of a pretrial investigation into a war crime under Part 1, Article 438 of the Criminal Code of Ukraine.
The office confirmed that the strike involved a Russian Iskander-M ballistic missile.
Oleh Syniehubov, head of the Kharkiv Regional Military Administration (OVA), reported that preliminary findings indicate the missile hit the Kyivskyi district of Kharkiv, injuring one person.
"Preliminarily, the enemy struck the Kyivskyi district of the city with a missile," Kharkiv Mayor Ihor Terekhov stated.
The missile landed in an open area, damaging the windows of a residential building, Syniehubov added. A 48-year-old woman was transported to a medical facility for treatment.
Earlier in the day, at 10:55 AM, the Air Force had warned of a ballistic missile threat in northern Kharkiv Oblast.
