Russian lawmaker Alexei Zhuravlyov called on Russian forces to secure Ukraine's "capitulation" and seize Kyiv following a large-scale Ukrainian drone attack on Moscow, according to remarks carried by Russian state-aligned media on June 18.

Zhuravlyov argued that Russian forces must begin "waging war seriously." He said the way out of what he described as a humiliating situation for Moscow was the "destruction of the Kyiv regime."

"To stop all these raids, all that is needed is Kyiv's capitulation — it is as clear as day. How to achieve that is also obvious: destroy all logistics, bridges and tunnels, and bomb railway stations," the Russian lawmaker said.

He acknowledged that Ukraine would continue launching drone attacks on Russia as long as the war continues and called for a "large-scale military operation," the advance of Russian forces to the Dnipro River and the "liberation" of Kyiv.

Largest drone attack on Moscow on June 18

Moscow came under a large-scale drone attack on the morning of June 18. Mayor Sergei Sobyanin claimed that Russian air defenses had shot down about 200 drones heading toward the capital.

Ukraine's Defense Forces later confirmed a second strike in recent days on Moscow's largest oil refinery, located in the Kapotnya district about 15 kilometers (9 miles) from the Kremlin. Large fires were reported at at least five locations within the facility, while thick black smoke spread across parts of the city.

Ukrainian President Volodymyr Zelenskyy described the strike on the Moscow Oil Refinery as a response to Russia's attack on the Kyiv Pechersk Lavra.

Russian media outlets described the drone assault as the largest attack on the Russian capital since the start of the war. Temporary restrictions on arrivals and departures were imposed at all Moscow airports.

The strike marked the second attack on the Moscow Oil Refinery in two days.

On June 16, drones operated by Ukraine's Security Service (SBU) damaged the refinery's "heart" — a key primary oil-processing unit. The facility suspended operations after that attack.
