Kharkiv Oblast Governor Oleh Syniehubov confirmed that Russia targeted the city’s central area at approximately 8:30 a.m. Preliminary reports suggest the strike was carried out using an S-400 surface-to-air missile system.
The missile hit residential courtyards, damaging over 40 buildings. Additionally, three vehicles were set ablaze.
As of 11:44 a.m., 23 people were reported injured. Syniehubov stated that 14 individuals were hospitalized, with five patients in the surgical ward, five receiving outpatient care, and two transferred for neurosurgical treatment. Another two are undergoing medical examinations.
The Ukrainian Ministry of Internal Affairs reported that the missile struck the ground, causing a fire that damaged the facades of several non-residential buildings. Victims of the blast ranged in age from 21 to 71, the ministry added.
Kharkiv Mayor Ihor Terekhov noted that the strike damaged a local administrative building and the Kyivskyi District Center for Administrative Services (CNAP).
“Services provided by the CNAP will be relocated to another site so residents can still access essential services,” Terekhov said.
