The lack of special air transport, which is fully engaged in the war against Ukraine, is the formal reason for the soldiers refusal.
In fact, the soldiers do not want to replace occupation troops killed in Ukraine, Ukrainian intelligence says.
Russian commanders still intend to completely withdraw their troops from the territory of Kazakhstan. They were deployed there to suppress public protests in January against the current Kazakh government.
There are about 1,000 Russian servicemen with weapons and military equipment currently stationed near critical infrastructure facilities, such as airfields, military training grounds, oil depots, and the Baikonur Cosmodrome.
Russia has almost completely withdrawn its military contingents with weapons and military equipment from the territories of Tajikistan and Armenia, sending them to the war against Ukraine.
