He reported disruptions to heating, water, and electricity supplies across the region. Emergency power outages were being enforced on orders from Ukrenergo.
Kiper said hospitals and other critical infrastructure facilities are operating on generator power. Emergency crews, including energy workers, are actively working to address the damage from the strikes.
Later, Kiper confirmed that two people were killed, and a 17-year-old boy was injured in the attack. Water supply restoration efforts were underway in Odesa.
The State Emergency Service (SES) released photos showing the aftermath of the strikes.
At 7:14 a.m., Odesa Mayor Hennadiy Trukhanov announced that some areas of the city were still without power, and all electric public transport was out of service.
On Nov. 17, Russian forces launched around 120 missiles and 90 drones across Ukraine. President Volodymyr Zelenskyy said air defense systems managed to shoot down more than 140 aerial targets.
