The ombudsman noted that a video circulating on social media shows a boy who sustained shrapnel wounds after an enemy drone strike. According to the child, Russian forces attacked him and his friends while they were playing in the street.
Lubinets added that one of the “amusements” routinely practiced by enemy troops is chasing civilians and dropping explosive devices from drones.
“What is the purpose of a ‘hunt’ for children? It is incomprehensible; barbarism directed at the most vulnerable,” he said in a Telegram post.
“Such actions flagrantly violate international humanitarian law.”
He reiterated the call for the international community to increase pressure on Russia “because impunity only paves the way for further crimes.”
On Mar. 14, Russian forces dropped a precision-guided bomb on downtown Kherson, damaging a medical facility, retail stores, offices, and vehicles. A 23-year-old man sustained injuries from an explosion, authorities said.
