SBI emphasized that the operation represents a comprehensive initiative to clean up the recruitment system rather than a response to an isolated incident.
"Law enforcement officers are focusing primarily on facts of facilitating draft evasion for money, as well as abuse of power by TCC military personnel, specifically cases involving beatings and torture of conscripts," SBI stated.
Agency officials added that detentions and formal notices of suspicion are expected based on the results of the investigative actions.
On July 16, at a briefing summarizing his tenure as Minister of Defense, Mykhailo Fedorov stated that resolving mobilization issues is impossible without a new social contract and genuine reforms within the military.
Military Ombudsman Olha Reshetylova stated on Radio Svoboda that TCC reform has effectively stagnated over the past six months.
On July 25, Ukrainian Ombudsman Dmytro Lubinets revealed that he and his team are aware of four deaths inside TCC premises, stating his position that these individuals were murdered.
