“Sweden firmly stands in solidarity with Ukraine. Through our contribution to PURL, which will give Ukraine access to priority U.S. defense materials, we once again demonstrate that we are ready to take concrete steps to strengthen Ukraine’s defense capabilities. Air defense and ammunition are crucial for Ukraine to be able to defend itself against Russia’s ongoing attacks. Together with our allies and partners, we are sending a clear signal of our shared commitment to peace and security in Europe,” Swedish Defense Minister Pål Jonson said.
According to Swedish officials, this contribution under PURL will be Stockholm’s third. Previously, Sweden provided $275 million to the United States for a support package jointly with Denmark and Norway, as well as $60 million for a Ukraine support package together with other Nordic and Baltic countries.
The Prioritized Ukraine Requirements List (PURL) initiative was launched in the summer of 2025 as a mechanism to rapidly supply Ukraine with U.S. weapons and technologies through voluntary contributions from NATO members and partners.

How the PURL mechanism works
Ukraine compiles a list of critically needed weapons.
Together with NATO and the United States, a prioritized monthly requirement for critical weapons is agreed upon (estimated at about $1 billion per month, or two $500 million packages).
NATO countries (excluding the United States) and partners make voluntary financial contributions for procurement.
The United States delivers the required weapons, equipment and ammunition to Ukraine once funding is secured.
On Feb. 5, during a meeting between Deputy Head of the Ukrainian President’s Office Ihor Zhovkva and a delegation of the European Parliament’s Subcommittee on Security and Defense (SEDE), led by Marie-Agnes Strack-Zimmermann, it became known that 24 countries had joined PURL, with total contributions amounting to $5 billion.
Ukraine’s needs for 2026 under the program are estimated at $15 billion, and work with partners to secure additional contributions is ongoing, officials said.
On Feb. 10, U.S. Ambassador to NATO Matthew Whitaker said NATO allies had committed to purchasing $4.5 billion worth of U.S. weapons for Ukraine in the six months since the launch of the PURL initiative.
