The bill was introduced by Senators Jeanne Shaheen (D) and Lisa Murkowski (R). The total amount proposed in the bill exceeds $50 billion — specifically, $54.6 billion.
Shaheen and Murkowski present the bill as a leverage for the U.S. President Donald Trump to pressure Russian dictator Vladimir Putin to negotiate. The bill includes billions of dollars in military aid to Ukraine, but a significant portion of the funding is aimed at investing in the U.S. defense industrial base.
“The bill includes $30 billion in direct military assistance through 2027, along with $3 billion in foreign military financing over the next two fiscal years,” The Hill reported.
It also expands the U.S. president’s authority to draw weapons directly from Pentagon stockpiles — increasing the cap from $100 million to $6 billion per year.
The bill also formalizes an agreement between the U.S. and Ukraine regarding the supply of critical minerals, allowing proceeds from their sale to be used to reimburse U.S. expenditures on weapons for Ukraine.
In addition, the legislation proposes using profits from frozen Russian assets, transferring or selling seized illegal weapons to fund new deliveries, and financing a drone production initiative in cooperation with Ukraine and Taiwan.
The bill will also allocate:

$600 million to support Ukrainian law enforcement and anti-corruption efforts, and

$50 million to prosecute war criminals.
It also calls for the creation of a task force to "analyze lessons learned from combat operations in Ukraine, including modern military doctrine" and to develop strategies to address U.S. vulnerabilities to drone attacks.
“This bipartisan bill is a win for the USA,” said Senator Shaheen.
It supports the U.S. defense industrial base, manufacturers, and workers.
“And all this while the U.S. military is learning from Ukraine’s battlefield innovations,” she added.
Senator Lisa Murkowski highlighted that the bill reaffirms “commitment to Ukraine’s sovereignty and USA national interest.”
The U.S. Senate Appropriations Committee earlier approved a 2026 defense spending bill that includes nearly $1 billion in support for Ukraine — despite the lack of this funding in the budget request from the Trump administration.
