These results became possible after the Ministry's joint work with PlayCity state agency.
In addition, 93 social-media pages on Instagram and TikTok were blocked for illegally promoting gambling. Four bloggers and one sports website have already been fined a total of UAH 24 million ($570k). Other violations are under review.
The ministry also reported stepped-up enforcement of licensing requirements — two organizers were fined a total of UAH 2 million ($47,5k) following inspections; UAH 400,000 ($9,5k) of that has already been paid voluntarily.
The government has adopted a resolution to combat gambling addiction that obliges organizers to detect and respond to risky player behavior. Public consultations are underway on introducing limits on playing time and spending.
Three orders have also been approved that regulate organizers’ reporting, rules for reimbursing player expenses, and the procedure for issuing permits for premises for gambling activities.
To strengthen the measures against the illegal market, a memorandum was signed with the Bureau of Economic Security. The agreement will allow exchange of analytics, coordination between state bodies, faster detection of violations, more effective blocking of illegal resources, and joint investigations.
Since February 2025 the Ministry of Digital Transformation has set and coordinates state policy in the gambling sector.
On March 21, the Cabinet of Ministers decided to create a new central executive body — the PlayCity agency — which formally reports to the Ministry of Digital Transformation and on April 1 replaced the previous regulator, the Commission for the Regulation of Gambling and Lotteries (KRAIL).
In September 2025, PlayCity selected Ukrainian IT company Computer Information Technologies Ltd. (Kitsoft) as the winner of a tender to build the first stage of the state online monitoring system for the gambling business; Kitsoft offered to carry out the task for UAH 25.9 million ($615k), down from a starting price of UAH 30 million ($713k).
In October 2025, PlayCity issued the first licenses to participants in the gambling market.
On Oct. 21, 2025, PlayCity announced a tender to create a Registry of persons barred from participating in gambling, with an expected cost of up to UAH 1.7 million ($40k). The registry is to be updated by Dec. 15, 2025.
Key changes include a personal citizen account for submitting self-exclusion requests; integration with the Diia portal and organizers’ online systems; and improved protection of personal data.
On Oct. 30, 2025, it became known that mandatory requirements for gambling organizers are being introduced in Ukraine.
