Calls, text messages, and mobile internet operate under the same terms and tariffs as in Ukraine. This makes Ukraine the first country outside the EU to gain this status.
EU subscribers traveling to Ukraine will continue to use their home tariffs. No additional activation is required for these roaming services, which will automatically apply across all 27 EU countries. Connection quality matches domestic service, and access to emergency services is free where technically possible.
Previously, temporary agreements allowed preferential roaming, but starting Jan. 1, 2026, Ukraine will fully integrate into the EU internal roaming market under the “Roam Like at Home” principle. No apps, requests, or settings are necessary; services activate automatically when in the EU.
The system applies the home tariff, not unlimited usage. For instance, if a plan includes 100 minutes and 100 text messages, the same quota applies in Ukraine and the EU. If 60 minutes have already been used in Ukraine, then only 40 minutes will remain while roaming. Incoming calls are free. Mobile internet usage may be subject to limits if a large quota is included. Operators must inform users of any restrictions and warn them when they are approaching their limit. Exceeding the limit incurs additional charges.
Roaming is intended for short trips such as business travel, study, or tourism. According to EU rules under the Fair Use Policy, if a SIM card is used more abroad than at home over a set period, operators may ask the subscriber to confirm stable ties to Ukraine. Operators may also apply surcharges if necessary.
Ukrainians staying in the EU for extended periods due to the war can continue using their Ukrainian SIM cards without restrictions. The new agreement between Ukrainian and European operators is valid from Jan. 1, 2026, until March 4, 2027, with the option of extension.
