The new center will serve as a hub for screening candidates, conducting basic aptitude tests, and offering consultations about service in military intelligence, Budanov said.
“We’re looking for candidates who can adapt quickly, are ready to take risks, and work on the edge,” Budanov said. “Out of 100 people, on average, only one qualifies to serve in HUR.”
Ukraine’s Defense Ministry first launched its broader military recruitment initiative on Nov. 13, 2023, partnering with the private firm Lobby X. Officials said the project allows candidates to apply directly to units where their civilian skills can be most effectively used.
The first such center opened in Lviv on Feb. 12, 2024, offering consultations with brigade representatives and information about open positions across Ukraine’s Defense Forces.
As of March 2025, more than 45,000 Ukrainians had contacted the centers, the Defense Ministry reported.
