Ukraine preparing legislation on private military companies

The Ukrainian government is drafting a bill to regulate operations of domestic private military companies (PMCs), President Volodymyr Zelenskyy said on May 6.

“In the Interior Ministry, intelligence services, required government agencies and the Office of the President, a legislative framework is being prepared for what the world calls [private] ‘military companies,’” Zelenskyy said in his evening video address.

Zelenskyy said it is important for the state to respond to that niche and the demand for security services.

“Today we held a meeting on certain special postwar opportunities for our soldiers,” he added.

“The whole world sees that the Ukrainian soldier is truly strong and experienced. Our security exports — after this war and for veterans — should become a real business opportunity. It is right and fair for our state to continue to be a global actor and for Ukrainian soldiers to earn from the unprecedented experience that our defense has produced.”
