Ukraine loses one point in global corruption ranking — Transparency International

Ukraine now shares the same score as Serbia (35 points). It is one point behind the Dominican Republic and one point ahead of Algeria, Brazil, Malawi, Nepal, Niger, Thailand, and Turkeye.

Meanwhile, Russia lost four points, ranking 154th with 22 points, while Belarus also dropped four points, now standing at 114th place with 33 points.

Among Ukraine’s western neighbors, Moldova improved its position, reaching 43 points and ranking 76th. Romania remained unchanged for the second year with 46 points (65th place), while Poland, Hungary, and Slovakia saw their rankings decline.

According to Transparency International Ukraine, Ukraine’s drop in ranking is due to a formalistic approach to reforms or deliberate delays in their implementation.

"Losing points in 2024 indicates that merely fulfilling programmatic obligations is insufficient."

"The implementation of reforms is not progressing as effectively as planned."

Andrii Borovyk, Executive Director of Transparency International Ukraine, stressed that this ranking should serve as a warning sign for the government, as negative trends in fighting corruption efforts have intensified.

"Losing one point is still within the margin of error, but it holds significant meaning," Borovyk noted.

"This decline may indicate stagnation in anti-corruption efforts, despite active legislative and governmental measures implemented last year."

Ukraine scored 36 points in 2023, marking its best historical result. In 2022, it had 33 points, and in 2021, it scored 32.

What is the Corruption Perceptions Index (CPI)?

The Corruption Perceptions Index (CPI) has been published since 1995 by Transparency International. Instead of conducting independent surveys, the index is compiled using 13 studies from authoritative international institutions and research centers.

The main focus is on the score (0-100), not the ranking position. A score of 0 means corruption has completely replaced state functions, while 100 indicates an almost corruption-free public sector. The index only assesses corruption perception in the public sector.
