The relevant draft bill No. 12349 was supported by 255 MPs.
"The Cyber Forces will become a separate structure within the AFU and will be responsible for Ukraine’s cyber defense and the protection of its sovereignty," the document wrote.
The legislation provides for the involvement of cyber reservists — civilian specialists who can temporarily join the Cyber Forces to carry out cybersecurity tasks.
At the same time, cyber reservists will not be required to obtain military status.
On Dec. 19, 2024, the draft bill “On the Cyber Forces of the Armed Forces of Ukraine” (No. 12349) was registered in Verkhovna Rada (Ukrainian Parliament).
On March 20, 2025, the Parliamentary Committee on National Security, Defense and Intelligence reviewed it and recommended it for first reading and approval.
Under the directive of the Minister of Defense and the Commander-in-Chief of the AFU, tasks, personnel numbers, and deadlines have been set for establishing the Cyber Forces Command as a military command body with subordinate units.
The Main Directorate of Electronic and Cyber Warfare of the AFU has been designated responsible for the creation of the Cyber Forces.
On Oct. 6, General Staff said that the establishment of the Cyber Forces will enhance the combat capabilities of the Ukrainian army in cyberspace and accelerate the implementation of necessary changes to counter the aggressor.
