Ukraine first declared martial law and launched a general mobilization on Feb. 24, 2022. While the law allows these measures to last up to 90 days at a time, parliament has the authority to renew them indefinitely.
What’s changed in Ukraine’s mobilization law in 2025
On April 16, 2024, Zelenskyy signed a law tightening mobilization rules. The new legislation lowered the conscription age from 27 to 25 and removed the "limited fitness" category, which previously allowed men with certain physical conditions to serve only in rear positions.
All eligible men must now report in person to recruitment centers for a medical exam, a step meant to increase the pool of potential draftees.
These changes build on reforms introduced in August 2023, when Ukraine shortened the list of exemptions from medical evaluations and relaxed physical requirements for service in elite airborne and marine units.
How long has Ukraine’s general mobilization been in place?
Since the start of Russia’s full-scale invasion, Ukraine’s parliament has extended mobilization 14 times. Each phase lasts approximately 90 days:
