Ukrainian intelligence labeled the military officer a war criminal. Lieutenant Colonel Ruslan Negrub is Russian Armed Forces' GROM-Kaskad drone aviation brigade commander (military unit 35666-B), based in Korenovsk, Krasnodar Krai.
“This brigade is responsible for launching Shahed-type drones across Ukraine, striking civilian and humanitarian infrastructure and terrorizing the civilian population,” HUR wrote.
The report indicated that Negrub was born on Jan. 4, 1983, and graduated from the Stavropol Higher Military Aviation Engineering School. He is married to Nadiya Nehrub (b. 1981) and has a 20-year-old son.
The family resides in the town of Budyonnovsk, Stavropol Krai, at the following address: Severnyi Microdistrict, 1, apartment 76.
On July 31, OSINT analyst Kyle Glen reported that Russia launched 6,297 attack drones in July 2025 alone — setting a new record. That marks a 1,378% increase compared to July 2024, when 426 Shahed drones were launched.
