The outlet wrote that Washington is weighing the possibility of signing a jointly approved agreement with Kyiv without Moscow’s participation, though the final decision rests with President Donald Trump.
It remains unclear whether he will support this “uncharacteristic step.”
"Even if signed, the document will not be final," the journalists added.
European Pravda specified that once the plan’s provisions are agreed upon with Ukraine, Washington intends to present them to Moscow. This will require another round of revisions, as Russian dictator Vladimir Putin is unlikely to abandon his maximalist demands, including blocking Ukraine’s NATO membership or pursuing “denazification.” Analysts expect the Kremlin to reject the current version.
The outlet also stressed that the document under discussion is merely a memorandum meant to outline political parameters for a future peace. Legal details — including the front-line demarcation, ceasefire monitoring mechanisms, and the structure of security guarantees — would be defined through later binding agreements.
Ukraine, the report noted, is only at the beginning of a long path toward peace, though the importance of the first step “should not be underestimated.”
On Nov. 23, U.S. and Ukrainian delegations held talks in Geneva on the proposed peace plan. A joint statement said the two sides prepared an updated framework document for settlement.
Media reports said the delegations agreed on most of the 28 points and adjusted many others. Disputed issues — including territorial questions and NATO — were left for the presidents to resolve.

Russian dictator Vladimir Putin earlier claimed he received the peace plan via communication channels with the U.S. administration.
