He made this statement during his speech at the conference "Ukraine’s Accession to the EU: Shaping a Transformational Agenda."
Stefanchuk emphasized that the EU integration process will require maximum clarity, coordination of all democratic institutions, and significant reforms within the Verkhovna Rada.
"The first thing we proposed together with our colleagues is draft bill No. 8242, authored by myself, Oleksandr Korniyenko, Olena Kondratiuk, and many others," he said.
"It introduces a so-called 'fast-track' mechanism for adopting EU integration legislation."
The bill is now under consideration in the Rada and has "the potential to be passed."
Under this initiative, any bill recognized as EU integration-related and without objections from the government or parliament could be passed in a single reading as law — streamlining the legislative process significantly.
"This will greatly simplify the passage of many bills," Stefanchuk noted.
Ukraine’s EU accession
- Nov. 8, 2023 – The European Commission recommended launching accession talks with Ukraine and Moldova.
- Dec. 14, 2023 – The European Council voted 26-0 in favor of opening membership negotiations with Ukraine.
- June 25, 2024 – A conference in Luxembourg officially marked the start of Ukraine’s EU accession negotiations.
- Aug. 21, 2024 – The Verkhovna Rada ratified the Rome Statute, fulfilling a condition of Ukraine’s Association Agreement with the EU.
- Nov. 11, 2024 – Then EU High Representative for Foreign Affairs Josep Borrell stated that Ukraine is actively progressing toward EU membership, with new negotiation stages expected in 2025.
- Dec. 30, 2024 – Poland’s acting representative in Ukraine, Piotr Lukasiewicz, confirmed that Warsaw, during its EU presidency, would push to accelerate Ukraine’s accession process.
- Jan. 28, 2025 – Estonian PM Kaja Kallas expressed hope that the EU will find common ground with Hungarian PM Viktor Orbán to prevent him from blocking Ukraine’s integration talks.
