Earlier, Orsk Mayor Artem Vorobyov confirmed the attack on the city, urging residents to stay indoors and avoid windows. Temporary restrictions were also imposed at the city’s airport on arrivals and departures.
According to ASTRA, the Orsknefteorgsintez refinery is one of Russia’s largest oil processing plants. It is part of the ForteInvest holding, which belongs to the Safmar Group of oligarch Mikhail Gutseriev.
The refinery has a processing capacity of about 6 million tons of oil per year and produces a wide range of products, including gasoline, diesel fuel, fuel oil, bitumen and jet fuel. It plays a key role in supplying petroleum products to the Urals and Volga oblasts, with part of its output exported, ASTRA reported.
Overnight and into the morning of April 29, drone attacks and explosions were reported in the Russian cities of Perm and Orsk in Orenburg Oblast. In Perm, a large fire broke out after the strike, with reports of “oil rain.”
Monitoring channels reported possible hits in Orsk. According to OSINT analysts Exilenova+, at least two drones struck the Orsknefteorgsintez refinery.
Ukraine’s Security Service later said drones hit a linear production and dispatch station in Perm, located more than 1,500 kilometers from the Ukrainian border.
The operation was carried out by specialists from the Alpha special operations unit of the Security Service of Ukraine. The strike triggered a large fire at an oil pumping station in Russia’s Perm Oblast, with preliminary reports indicating that nearly all oil storage tanks were burning, the agency said.
