Plane carrying Trump’s envoy Witkoff lands in Moscow — Russian media

A plane reportedly carrying Steve Witkoff, special envoy of U.S. President Donald Trump, landed in Moscow, Russian state-run propaganda news agency Interfax reported on April 25.

A source told the agency that the aircraft arrived at Vnukovo Airport.

Flight tracking data from Flightradar24 showed that a Bombardier Global 7500 business jet made a direct flight from Miami International Airport.

Axios reported earlier that Witkoff was expected to meet with Russian dictator Vladimir Putin on April 25.

White House press secretary Caroline Leavitt confirmed that Witkoff will travel to Russia this week to discuss ceasefire terms. This marks his fourth visit to Moscow since Trump took office.

On April 23, U.S. Vice President J.D. Vance said that Washington will exit negotiations if both Ukraine and Russia refused to make territorial concessions. Vance claimed that each side must give up part of the land now under their control.

According to Axios, the U.S. proposal to Russia includes:

  • De facto recognition of Russia’s occupation of parts of Luhansk, Donetsk, Kherson, and Zaporizhzhya oblasts

  • A guarantee that Ukraine will not join NATO, though the text allows for future EU accession

  • Lifting sanctions imposed on Russia since 2014

  • Expanded U.S.–Russia economic cooperation, especially in energy and industry.

Additionally, Politico reported that the White House is also considering lifting sanctions on the Nord Stream 2 gas pipeline and other Russian assets in Europe.
