Speaking at the Lennart Meri Conference in Tallinn, the former commander-in-chief of Ukraine’s Armed Forces argued that new global security solutions are urgently needed to prevent current conflicts from expanding further.
“I have repeatedly said that the old world order no longer works. The large-scale changes that have taken place on the battlefield in Ukraine have completely transformed the paradigm of warfare,” Zaluzhnyi said.
“Modern war is already different, and therefore it is simply impossible to predict its outcomes,” he added.
According to Zaluzhnyi, representatives from different countries raised important questions during the conference, but all of them centered on what security policy should look like in a world “entering an era of instability and new conflicts.”
Earlier, during the Defence24 Days conference in Warsaw, Zaluzhnyi said Ukraine needs what he described as “smart mobilization” that takes into account technological progress and the realities of a prolonged war amid a demographic crisis.
The ambassador also previously argued that current calls for the demobilization of Ukrainian troops amount to political populism. Zaluzhnyi stressed that demobilization could become possible only as the result of broader systemic measures rather than as a standalone goal.
