In his formal invitation letter, Costa highlighted the need for Europe to become more sovereign, capable, and prepared to confront urgent security threats.
"I have invited President Zelenskyy to come to Brussels on the occassion of the meeting of the European Council to discuss the latest developments," Costa wrote.
The summit will begin with talks between EU leaders and the European Parliament President, followed by a discussion with Zelenskyy over lunch. Afterward, the officials are scheduled to move to Europe’s defense strategy, followed by a dedicated session on Ukraine’s security needs.
Costa underscored the emergence of a "new momentum" toward achieving a comprehensive and fair peace for Ukraine.
"It is therefore important for us to exchange views on Ukraine’s future support and the principles that should be respected going forward," he wrote.
He also reaffirmed the EU’s readiness to take on greater responsibility for Europe’s security, hinting at a potential European contribution to security guarantees that will ensure a sustainable peace for Ukraine.
