The new units of the State Emergency Service (SES) will serve as rapid-response reinforcements in areas where local energy crews are overwhelmed by the scale of damage. Their primary task will be to restore power and heating as quickly as possible in affected regions.
Zelenskyy said the situation remains particularly challenging in Kyiv, where additional state resources are being deployed to speed up repairs. He noted that Ukrzaliznytsia will increase the number of repair crews working in the capital, while Naftogaz is bringing in extra personnel to stabilize heating supplies.
At the same time, the government is expanding social support measures for residents during the repair period. Heating centers are operating in Kyiv and other oblasts, and the government is distributing so-called “heat packages” to vulnerable communities. Zelenskyy said tens of thousands of these packages have already been delivered this week in the hardest-hit areas.
The president thanked energy workers, emergency responders, and municipal crews who continue to work around the clock across the country, from northern and eastern oblasts to southern and western Ukraine. He singled out crews in Kherson and Mykolaiv, who are restoring infrastructure under constant threat of shelling.
Zelenskyy said Ukraine is building a multi-layered response system designed to ensure the restoration of basic services in every Oblast, regardless of the situation severity.
