Zelenskyy to present 'Victory Plan' to partners at Ramstein meeting next week

The meeting, which will be the 25th Ukraine Defense Contact Group session, will take place at the state leadership level.

"We have a clear strategy on how to bring about a just end to the war," the message reads.

“Peace through strength. The victory plan includes the necessary strengthening of Ukraine.”

Zelenskyy also called on partners to be decisive in the matter of long-range capabilities and strengthening the Defense Forces on the front.

U.S. President Joe Biden announced on Sept. 26 that he would convene a meeting of the Ukraine Defense Contact Group at the Ramstein Air Base in Germany in October. The meeting will take place at the state leadership level.

President Zelenskyy, after his visit to the United States, announced on Sept. 30 a "special Ramstein" meeting on Oct. 12. According to NATO Secretary General Mark Rutte, the meeting will discuss the issue of granting Ukraine permission to strike Russian territory with long-range Western missiles.

Ukraine's Victory Plan

Zelenskyy stated on Sept. 18 that Ukraine had prepared all the points of the victory plan. Ukraine's victory plan is designed for quick decisions by partners from October to December 2024, he added.

The Times reported on Sept. 22 that Zelenskyy's victory plan consists of four key points, including security guarantees, operations in Kursk Oblat, weapons supply, and financial aid.

Some Western officials "do not see a breakthrough" in Zelenskyy's new victory plan, saying it does not fundamentally change the situation, Bloomberg reported. On the other hand, Kremlin spokesman Dmitry Peskov stated that the Kremlin will study Zelenskyy's plan when it is published in official sources.

The Wall Street Journal reported that the White House views the victory plan as lacking a comprehensive strategy and being "nothing more than a repackaged request for more weapons" and the lifting of restrictions on long-range missiles.

President Zelenskyy stated on Sept. 26 that he had presented the victory plan to Joe Biden during their meeting in Washington. Zelenskyy's spokesperson said that the United States had a constructive attitude toward Ukraine's victory plan and would work with it.
