Kyiv assesses wartime damage at $800 billion

Ukraine estimates its losses from Russia’s aggression at $800 billion, President Volodymyr Zelenskyy said in an interview with the journalists, Interfax-Ukraine reported on Dec. 24.

He highlighted that the ninth point of the peace plan envisions the creation of several funds designed to raise $800 billion through equity capital, grants, debt instruments, and private-sector contributions to rebuild Ukraine’s economy.

Under subsection A of that point, the United States and Europe will create a combined capital and grant fund with a target size of $200 billion for transparent and efficient investment in Ukraine.

“Meaning the U.S. intends to provide 100 [billion USD - ed.], and Europe 100,” Zelenskyy explained.

“We don’t yet know how it will look in the end. We’re seeing the negotiation process between Ukraine and the U.S., and with national security advisers of some European states. But Europe hasn’t fully outlined its position, and that could still change.”

Subsection B envisions the use of a wide range of capital investments and financial instruments for Ukraine’s post-war recovery.

Meanwhile, subsection C says that Kyiv will implement best global standards to attract foreign direct investment.

Zelenskyy added that under subsection D, Ukraine reserves the right to compensation for the damage inflicted.

On Dec. 3, U.S. Secretary of State Marco Rubio said that with the “right steps,” Ukraine’s GDP could surpass Russia’s within the next decade.
