Zelenskyy still has no candidate to replace Kravchenko as prosecutor general

The sources said the president left for visits to Norway and Canada after he had “dealt with” the NABU and SAP Carthage case. The issue has been “put on hold” until his return.

RBC-Ukraine reported that lawmakers said Kravchenko’s resignation had also “caused confusion among members of parliament.” The outlet’s sources said lawmakers fear that the next head of the Prosecutor General’s Office could sign off “without even looking” on all notices of suspicion against them submitted by the Specialized Anti-Corruption Prosecutor’s Office.

“The point is that the same SAP essentially brought down his predecessor, so Kravchenko’s successor is unlikely to want to clash with it,” the report said.

The outlet’s sources said an idea is “circulating among lawmakers that the new prosecutor general should be ‘one of their own,’ meaning a member of parliament.” It remains unclear whether any lawmakers would be willing to take the job.

“No one forced us at the time to abolish immunity, which exists in every country in the world. But it was our promise, and we did it. At the same time, by consensus among all factions, we introduced a safeguard — notices of suspicion against lawmakers are signed by the prosecutor general. And now the ‘Sorosites’ are pushing the idea that the head of SAP should sign them — and that upsets this balance,” a source in the Servant of the People party told the outlet.

Ruslan Kravchenko’s resignation over Carthage case

On Sept. 4, NABU announced that it had carried out the Carthage special operation to expose a criminal organization headed by an employee of the Prosecutor General’s Office. It later emerged that NABU and SAP had detained Serhii Kropyva. NABU and SAP said the Prosecutor General’s Office official may have been involved in protecting a network of fraudulent call centers and laundering assets. Kropyva has since been taken into custody, with bail set at 120 million hryvnias.

Ukrainska Pravda, citing sources, reported that NABU and SAP had conducted searches at premises linked to Prosecutor General Ruslan Kravchenko, his deputy Maria Vdovychenko and Odesa Oblast Governor Oleh Kiper.

NABU said five people had been implicated in proceedings under Article 255 of Ukraine’s Criminal Code, covering the creation or leadership of a criminal organization and participation in one, and Article 209, covering the laundering of assets. Those convicted face up to 15 years in prison.

On Sept. 5, the Prosecutor General’s Office said that “around midnight, NABU detectives nevertheless carried out investigative actions in official premises used by the prosecutor general, the first deputy prosecutor general, as well as other employees and departments of the Prosecutor General’s Office.”

On Sept. 7, Ruslan Kravchenko said he had no procedural status in the Carthage case and viewed the situation involving him as an attempt at political pressure.

That day, the prosecutor general also said he would not resign voluntarily unless his colleagues, Ukrainian President Volodymyr Zelenskyy or the Verkhovna Rada asked him to do so. Despite that, late on Sept. 7, Kravchenko submitted his resignation.

During a hearing on Kropyva’s pretrial detention, a SAP prosecutor described his close relationship with Kravchenko.

The Anti-Corruption Action Center said that, judging by the recordings, Kropyva had arranged renovation work at the house in Kozyn where Kravchenko lives, including installing a gas generator for him.

Bihus.info journalists located the house in Kozyn that Kravchenko may use and that was mentioned during a High Anti-Corruption Court hearing. Bihus.Info published photos of the roughly 300-square-meter house. In early 2026, the property was registered to a 73-year-old woman who had opened a sole proprietorship a month earlier and is not listed among Kravchenko’s relatives in his asset declaration, the report said.

A clip of a SAP prosecutor’s remarks in court, published by journalist Mykhailo Tkach, also said Kropyva had arranged flights to Spain for Kravchenko’s wife and partner shortly before the prosecutor general traveled there on an official trip.
