Personnel transfers between different branches of the military must not degrade the capabilities of Ukraine’s Air Force, President Volodymyr Zelenskyy said in his Jan. 14 evening address.

He stated that he discussed the matter with the Commander of the Air Force and instructed officials to clarify the matter for the public.

“There was a lot of varied information, outrage, and discussions today regarding these transfers,” said Zelenskyy.

“I have instructed that the situation be clarified to the public and that the number of specialists needed by the Air Force for combat missions — including aviation, air defense, and mobile [anti-drone] fire groups — should not be reduced.”

Earlier, Ukrainska Pravda, citing sources, reported that in 2024 and early 2025, many Air Force aircraft mechanics began being transferred to the Ground Forces to reinforce infantry brigades.

A senior experienced officer from one of the Air Force units, who requested anonymity, told the journalists that personnel have been transferred since spring 2024.

The General Staff responded, saying that there were no plans, nor are there any intentions, to transfer critical engineering and aviation specialists who service aircraft to infantry units.

The department noted that selected categories of Air Force personnel, after initial training at training centers, are reinforcing the Ground Forces and Air Assault Forces, among others.

“The situation on the front line is complex, with infantry shortages in many areas,” the statement said.

“The decision to reinforce frontline brigades with military personnel from units of other branches is a necessary step by military leadership to strengthen our defense.”
