Commander-in-Chief Drapatyi submits Ukraine's first 'war plan' to security council

Commander-in-Chief Mykhailo Drapatyi submitted Ukraine's first comprehensive "war plan" to the National Security and Defense Council (NSDC), NV sister outlet Ukrainska Pravda reported on Oct. 5.  

This document represents the first formalized "war plan" of its kind produced for Ukraine since the start of the war. The classified document has been under active review within the security council for several weeks.

"We need a grand strategy spanning roughly 30 years so that we, as battlefield commanders, understand where we are heading," a senior officer in the leadership of one Ukrainian army corps commented regarding the initiative.

Drapatyi’s plan aims to provide definitive institutional answers to fundamental questions: what concrete operational steps the Ukrainian military must execute to preserve the Ukrainian state, and within what specific timelines.

The strategy also directly confronts the military's structural approach to defensive doctrine. For instance, the document re-evaluates whether it remains viable to maintain personnel on the zero line acting strictly as "eyes and ears" with virtually no capability to engage the enemy in direct combat.

According to the publication, Ukrainian frontline commanders have repeatedly expressed frustration over the absence of a long-term strategic vision for prosecuting the war, noting the impossibility of executing sustained operational advances without a clear end-state objective.

Drapatyi's General Staff Reforms

Command transition: Major General Mykhailo Drapatyi was appointed Commander-in-Chief of the Armed Forces of Ukraine on July 22, 2026, replacing Oleksandr Syrskyi.

Internal restructuring: Shortly after assuming command, Drapatyi repealed more than 30 outdated General Staff operational orders and directives, while initiating comprehensive structural audits and vetting procedures across the General Staff officer corps.
