The investigation showed that the man pulled out a pistol and fired at a moving Ford vehicle from behind before immediately fleeing the scene.
A woman, who is also a volunteer, and her son were inside the car. She said she had no conflicts with the man and could not explain his actions.
Police identified the cyclist as a 46-year-old Kyiv resident. It turned out that earlier, a different white car had driven through a puddle without slowing down and splashed him with water. The cyclist struck that vehicle with his hand and began chasing it.
Some time later, he caught up with a white vehicle — but not the same one — and fired a shot at it.
The shooter was detained and his pistol confiscated. He is expected to be charged under Part 4 of Article 296 of the Criminal Code of Ukraine — hooliganism involving the use of a firearm.
The penalty carries a prison sentence of three to seven years.
